Minecraft Bin Problem!!!!!?

I go to my minecraft bin trying to delete the Meta file but is wont delete also i play In Browser Minecraft Once and after i was done it happen and it all glitched out. It sat it is opened in another folder and i thought what folder!!!?? there is only on minecraft folder i dont know i need help. also i deleted my bin and and it said in was in an process or something it dont know help please???
