What is "smooth scrolling" and is it helpful or nuisance? Also what is script debugging?

From the internet options in IE, under advanced tab, there are a number of options to check off that even an experienced user would not easily know what is meant by the computer lingo, nor how it affects computer operation and speed. Would be nice if they put it in plain language.
