Aqua Tech Power Filter, 10 gallon turtle tank, no suction?

If you can take it back to the store you purchased it from and have them replace it if it still doesnt work find someone who has the same kind of filter and have them help you. Sometimes stores get bad filters when I got my aquarium tank 2 years ago I had to return to the store 3 different times before I got a working filter.
