Is it possible for NIC card to b discnnected but still see there is network cnnctions available on my laptop?

I can no longer connect to the internet even though I still see networks that are avilavable. I have tried connecting at home, a friends, at my school and at the library but it does not work. Could this be the NIC card and can I fix it myself or do I need to take it in?
